Description of Project The Bahama Conch Community Land Trust of Key West (BCCLT) was identified in the 1998 community planning workshops as the entity to assist the City and the Housing Authority in providing affordable housing, among other things. As a result, the BCCLT became the lead community-based organization overseeing the development of the Navy conveyed properties. Specifically, the BCCLT has been responsible for the implementation of some of the options specified in the Reuse Plan, namely the construction of affordable housing, the expansion of economic development activities (job creation, entrepreneurship), and the preservation of the City’s historic African-American neighborhood. In November of 2003, the South Florida Regional Resource Center at Florida Atlantic University (FAU) hired another center at FAU, the Center for Urban Redevelopment and Education (CURE) to assist the BCCLT in achieving these goals by developing a Master Plan for mixed-use development for the Truman Annex Surplus Properties. CURE assembled a multidisciplinary Project Team that included market analysts, an environmental planner, an urban designer, a landscape architect, and a public artist. (see Project Team at the end of this report). The master planning included two phases: The development of a market research study to assess real estate needs in the area and the development of a master plan to determine the look, feel, and character of the developed property.

Description of Project The Development without Displacement project grew out of the Eastward Ho! Initiative. With funding from the John D. and Catherine T. MacArthur Foundation, the Catanese Center worked with 1000 Friends of Florida and the Neighborhood of Limestone Creek in Phase 1 to identify a set of tools that communities can use to address gentrification and displacement in urban areas of southeast Florida. These tools were published in a community handbook. Phase II of the Development without Displacement project focuses on presenting the tools outlined in the community handbook so that they may be used by neighborhoods in developing plans for their revitalization. We are working with 1000 Friends of Florida and the City of Delray Beach's neighborhoods to test these tools and develop new techniques.

On Tuesday, August 2nd, Officials of Amera Urban Developers, Inc. and the City of Coral Springs Community Redevelopment Agency broke ground to begin construction of One Charter Place. The $25 million office and retail center, the first phase of Downtown Coral Springs, is set on a 3.9-acre site at the southeast corner of Sample Road and University Drive. The site represents the first of four quadrants at the intersection, which will be transformed into a pedestrian-friendly downtown over the next decade through a public/private partnership. Description of Project With funding assistance from Eastward Ho! the City of North Miami Beach utilized the services of the TCRPC design studio to conduct a charrette master plan for Hanford Boulevard. The City also received assistance from the SFRPC for project engineering and design of a demonstration block. The City is making good progress in creating the community's town center, known officially as the Fulford City Center district. The district is centered on Hanford Boulevard (NE 164 Street) which is to become the "Main Street" for the area. The vision is for an area that combines stores, offices, restaurants with outdoor seating, entertainment, residential and civic uses in an attractive and interesting center for the community. Construction has begun on the next phase to include drainage, road reconstruction, on-street parking, curbing, decorative sidewalk, irrigation system, decorative street lights, bus shelters, benches, bike racks, trees and landscaped medians along NE 164 Street between NE 15 Avenue and NE 22 Avenue (excluding 1800 & 1900 blocks already completed). Description of Project The SFRRC is supporting transit-oriented development in South Florida. The project, championed by Palm Beach County Commissioner Jeff Koons and West Palm Beach Mayor Lois Frankel, originated as an idea that germinated at the Florida Public Officials Design Institute at Abacoa, a program of SFRRC partner, FAU’s Center for Urban & Environmental Solutions. Project development is being led by SFRRC partner, the Treasure Coast Regional Planning Council. Current work entails convening an Intermodal Task Force of major stakeholders to oversee and direct the work; developing a comprehensive future market analysis to define and quantify current and future demands for housing types and densities, parking strategies, as well as commercial and other uses needed to ensure the feasibility and competitiveness of the development program and transit in the area; and conducting a public design charrette to establish a long term, citizen-based vision for the area. The SFRRC hopes that this project may serve as a model for future TODs in South Florida. As a result of the participation of the SFRRC and others, an additional $190,000 has been secured for this project.
