ULI Advisory Panel Report (pdf)

The State Road 7/441 Collaborative is a multi-jurisdictional corridor revitalization project in Broward County, Florida. It is led by a Steering Committee comprised of one representative from each of the 14 municipalities along the corridor and the county. With the support of the South Florida Regional Planning Council, it is engaged in a three-phase strategic planning process.

  • Phase I: created the Collaborative and agreed on a name, logo, mission statement, governance structure, and membership. 100% of the member governments approved the partnership agreement formally establishing the Collaborative. (Completed 2001)
  • Phase II: launch a broad-based public planning process to develop a common vision and master plan for the corridor through a series of “charrettes” and impact analyses with citizens as the authors. The phase began the fall of 2003 and slated to end the winter of 2006.
  • Phase III: implement the Master Plan.

To augment the $1.9 million of Federal Highway Administration federal funding to help facilitate the Phase III implementation activities of the State Road 7 Master Plan, the South Florida Regional Resource Center provided supplemental fund for a market study conducted by the Urban Land Institute.
